Ministry of Justice responds to ongoing discussions on the Uzbek language

In recent days, discussions have emerged on social networks regarding the use of the Uzbek language. In response, the Ministry of Justice has issued a reminder concerning several legislative acts related to this matter.

It is noted that the primary document regulating the use of the Uzbek language as the state language is the Law "On the State Language." According to this law, legislative acts of the Republic of Uzbekistan and other documents issued by state authorities and management bodies are adopted and published in the state language. These documents may also be translated and published in other languages.

Work within state authorities and management bodies is conducted in the state language, and when necessary, translation into other languages is provided.

Business, accounting, statistical, and financial documentation in enterprises, institutions, organizations, and public associations is conducted in the state language. However, in communities where the majority of employees do not speak Uzbek, such documentation may also be conducted in other languages alongside the state language.

In accordance with the Law "On Advertising," advertisements in the Republic of Uzbekistan must be distributed in the state language. It is permissible to include translations of the advertising content in other languages.

Under the Law "On Protection of Consumer Rights," information about goods, works, and services must be provided to consumers in the state language. This information may also be made available in other languages.

At the same time, the legislation does not impose strict or mandatory requirements on the language used by citizens in private communication. Ensuring interethnic harmony and tolerance, as well as respecting the cultural identity of each nation and ethnic group, is a key priority of Uzbekistan’s state policy. In this context, all citizens are guaranteed equal rights to speak their native language, receive education, and preserve their cultural heritage.

Specifically, according to the Law "On the State Language," granting the Uzbek language the status of the state language does not infringe on the constitutional rights of other nations and ethnic groups residing in Uzbekistan to use their native languages. As stipulated by the Constitution, all citizens of the Republic of Uzbekistan are equal before the law and possess the same rights and freedoms, regardless of gender, race, nationality, language, religion, beliefs, social origin, or status.

“In light of the above, when addressing issues that may impact interethnic relations, it is important to ensure compliance with the legislation of Uzbekistan, as well as adhere to universal human values and professional ethics.

Furthermore, it is emphasized that discrimination against citizens based on language use or inciting conflict on this basis is subject to legal liability,” the report states.
