Buying a property and and taking residence permits become easier

For the convenience of citizens, the Ministry of Justice has drawn up a draft decision of the Cabinet of Ministers, which provides for the simplification of the procedure for the registration of citizens by place of permanent residence and place of temporary residence.

The project introduces two new functions:

At present, when a change of ownership of the right to a property, this right must be registered with the cadastral authorities.  Only then can the new owner of the house be permanently registered in the information system of the internal affairs agencies.

According to the proposed project, it is possible to resolve the issue of permanent registration of ownership.  That is, the new owner will be able to apply for permanent registration of real estate through notary offices, public service centers, and the unified portal of interactive public services.

Under current legislation, real estate leases and free-of-charge contracts are registered electronically in the information system of the tax authorities.  However, once the contract is taken into account, each member of the tenant’s family must separately apply for temporary registration of that residence.

In order to eliminate the inconvenience in this process, the project introduces the possibility of an electronic appeal to the internal affairs authorities about the temporary registration of the leasee and his family members at the same time as the registration of the lease contract in the information system of tax authorities.

The implementation of these proposals will eliminate the need to apply for permanent and temporary registration when moving to a new home, as well as avoid the time and monetary costs associated with going to service agencies.

The draft decision (discussion) will last until 23 September.
