On September 5th, Shavkat Mirziyoyev acquainted himself with the project of the Master Plan for New Tashkent City, as reported by the President's press service.
It is estimated that the current population of Tashkent is around 5 million people, both residents and workers. Many new houses and institutions are under construction, putting increasing pressure on the city's infrastructure networks. Nevertheless, there remains a demand for the construction of 20,000 houses, over 40 schools, kindergartens, and polyclinics each year. Given the pace of urbanization, the population is expected to grow even further in the coming years.
In light of these challenges, the head of state has taken the initiative to plan for Tashkent's development 15-20 years in advance. This has led to the creation of a new center outside the city, incorporating modern architectural advancements.
For this ambitious project, a total of 19,720 hectares of land were designated in the Upper Chirchik and Orta Chirchik districts of the Tashkent region. The initial phase aims to construct residences and infrastructure facilities to accommodate 100,000 residents on 2.5 thousand hectares. Leading foreign companies have been engaged by the directorate, drawing from successful practices in developed nations to formulate the Master Plan, network blueprints, and targeted programs.
A presentation of the draft Master Plan was held at the state unitary enterprise "TashkentboshplanLITI." The Deputy Minister of Construction and Housing and Communal Economy, who also serves as the director of the "Directorate for the establishment of the new city of Tashkent," provided information regarding infrastructure provisioning, road and bridge construction, engineering, urban planning, and architectural solutions.
New Tashkent is envisioned as a "smart" and "garden city." The administrative center will house government offices, the New Uzbekistan University, a library, a history museum, and cultural palaces. The city will also include business and innovation districts, educational, medical, and tourism clusters. On a 420-hectare area, a central park, artificial canals, and lakes will be established, along with parks along the Chirchik and Karasuv rivers, creating a peaceful environment for relaxation. The "Green belt of Tashkent" project begins from this location.
The development of these components involves collaboration with 20 advanced companies from countries including Singapore, England, China, Germany, Turkey, the Netherlands, South Korea, and the UAE. The head of our state underscored the importance of aligning infrastructure sectors with international standards.
"While this marks the first time in our thirty-two years of independent history that we are constructing such a city and attracting the world's leading companies, we must ask ourselves whether our practices and standards are up to par," President Shavkat Mirziyoyev inquired during his review of the project.
The President highlighted the necessity of enhancing laws and standards across various fields such as construction, energy, utilities, ecology, irrigation, and transportation, ensuring compliance with the highest global requirements.
The President issued instructions to finalize the detailed design work by year's end, based on the Master Plan, and to select the design and construction companies for the initial construction phase.
"Why we do not rush this project? We are envisioning a city that will serve our people for a century. People's needs must take precedence, and future developments must be taken into account. If the first phase is executed flawlessly, it will serve as a model," stated the head of state.
It was emphasized that considerations must extend to the future utilization of buildings and infrastructure, along with the training of specialists in this regard."
