To transfer from a non-state higher education institution to a state university for free, the subject difference between the student's completed courses and those required by the state university must not exceed four. In such cases, the student can be admitted without any tuition fees based on an examination, as outlined in the decision on the "Organization of Admission Procedures to State Higher Education Institutions."

The document specifies that professional (creative) exams for educational fields requiring special talents, as well as tests for other educational areas, will be conducted during the transfer process.

If the student’s previously completed subjects are not compatible with the curriculum of the state university, the student will need to make a one-time payment equivalent to the minimum amount of the differentiated fee-contract established for the relevant bachelor's degree.
