1397Over 5,500 violations of housing construction regulations have been identified in Uzbekistan over the past two years. Notably, 88 cases involved contractors constructing one or two extra floors beyond the approved project plans. Additionally, serious quality deficiencies were found in 74 multi-story buildings after they were accepted for operation. This was announced today, January 23, at a videoconference meeting chaired by President Shavkat Mirziyoyev to discuss the work carried out in 2024 and plans for 2025 within the framework of the mortgage program.
The meeting also highlighted a significant number of objections raised regarding newly commissioned houses. In response, it was emphasized that a fundamental improvement in construction practices by contractors is crucial.
Currently, contractors must navigate through at least five stages of document approval before commencing construction, a process that can take up to two months. The government announced plans to streamline these procedures.
Moving forward, builders will submit their completed project plans to relevant departments online through the "Transparent Construction" platform. Any identified shortcomings will be addressed before proceeding.
The State Architectural and Construction Supervision Inspectorate will oversee the construction process to ensure compliance with the approved project and issue a final conclusion upon completion. During the commissioning phase, only two departments – the State Architectural and Construction Supervision Inspectorate and the Fire Safety Inspectorate – will be responsible for issuing the necessary conclusions. If required, the inspectorate will independently engage specialists from other relevant fields.
