Today, January 27, President Shavkat Mirziyoyev reviewed the activities of the Security Service under the Main Department of Internal Affairs of Tashkent City. This was reported by the press service of the President of Uzbekistan.
It was noted that special attention is being paid in the country to ensuring the peaceful and secure life of the population and the inviolability of property, with modern approaches being introduced based on advanced international experience. One of the main tasks assigned to the Security Department under the Ministry of Internal Affairs is precisely this objective.

Within the framework of the implementation of the relevant presidential decree and resolution adopted in 2025, the Security Department was transferred from the National Guard to the system of internal affairs bodies. In order to fulfill the tasks set out in these documents, specific action plans were developed and relevant measures were taken.
New systems for organizing technical security and providing technical security services to the population have been introduced.

In particular, through the installation of emergency alert buttons in the corridors of multi-storey residential buildings, the number of apartments covered by security patrols has significantly increased. Practices have also been introduced to ensure the safety of women who have been issued protection orders.
A system of cooperation has been established with relevant services of internal affairs bodies in the protection of facilities and residential premises. As a result, over the course of the year, the number of protected facilities increased by 99 percent, while the number of guarded apartments rose by 118 percent. The number of technical security centers increased by 19 percent, and the number of rapid response mobile groups serving them grew by 15 percent.

In the courtyard of the service building, the Head of State inspected special technical equipment used in service, drone maneuvering capabilities, and vehicles deployed to maintain public order.
He then reviewed an exhibition presentation of security technologies, where detailed information was provided on the work being carried out to introduce and consistently develop the “Safe City” concept.

As a result of the practical implementation of specific mechanisms established by the relevant presidential decision in 2023, the “Safe City” concept is being gradually introduced nationwide. At the exhibition site, the real-time operation of video surveillance systems and various types of cameras installed based on the needs of legal entities and individuals was demonstrated, their technical capabilities were explained, and practical recommendations were provided.

Within the presentation, the capabilities of panoramic cameras, facial recognition cameras, and license plate recognition cameras were demonstrated. These technical tools are being installed in neighborhoods, public places, facilities, educational institutions, as well as at entry and exit points of cities and districts.
Currently, the “Qalqon” information system, which serves to monitor territories online using artificial intelligence, conduct оператив-search activities, manage forces and resources, and solve crimes “hot on the trail,” has been fully launched in all regional internal affairs departments.

The President emphasized that the work of internal affairs bodies and the security service should begin at the neighborhood level, with a thorough assessment of household conditions and ensuring their safety. Taking into account that Tashkent is a megacity, he stressed the need for regular analysis of factors contributing to offenses and crime.
Within the framework of the “Safe City” concept, a unified platform, 13 data processing centers, a single electronic map, 42,750 intelligent cameras, and 17 fire safety monitoring systems are currently in operation. These systems constitute the core components of the concept.

It was reported that this year as well, in cooperation with ministries and agencies, work is continuing on the introduction and integration of intelligent transport systems, parking management systems, environmental and seismological monitoring, as well as emergency warning systems.
It was noted that the coordinated use of the technical capabilities of the unified “Safe City” platform by law enforcement and state bodies is resulting in savings of several hundred billion soums in budget funds. It was also stated that Uzbekistan’s experience in implementing the “Safe City” concept is attracting significant interest at the international level.

At the same time, it was reported that, as a result of the conditions created, construction of a new building meeting modern requirements has begun for the Department of Digitalization at the Academy of the Ministry of Internal Affairs. By the end of the year, it is planned to further expand network coverage, connect at least four new artificial intelligence-based systems to the platform, and raise the level of digitalization to international standards.
The President noted that while the forms and factors of crime are changing, the systems and measures to counter them are not yet sufficient. He particularly emphasized the growing number of crimes in the field of cybersecurity and warned that failure to intensify efforts to eliminate these threats could lead to serious difficulties for the population.

In this regard, he pointed out that the shortage of qualified personnel is a key problem, stressing the need to improve the knowledge and skills of employees of banks and internal affairs bodies and to ensure their regular training. He also emphasized the importance of training specialists capable of installing and effectively managing video surveillance systems and organizing periodic training sessions.
The President also reviewed measures being implemented to ensure public safety in the “Safe Street,” “Safe Alley,” and gastronomic corridors established in Tashkent.
During the visit, the process of training Security Service personnel and practical exercises conducted jointly with prevention inspectors were observed.
The Head of State was also presented with information on the role of modern management and monitoring systems in ensuring security through a presentation on the activities of the Situation Center.
The Situation Center was established to monitor and oversee the actions of Security Service units, manage and coordinate security forces and resources during urgent and emergency situations, and ensure real-time online monitoring.
