In Uzbekistan, liability has been established for issuing ballots multiple times. The relevant law was signed by President Shavkat Mirziyoyev on September 4.

The law introduces amendments and additions to several legal documents.

In particular, the amendment to the Code of Administrative Responsibility now includes provisions for holding accountable any member of the election commission or referendum commission who issues an election (voting) ballot to a citizen more than once or on behalf of others.

Additionally, liability has been established for failing to submit an interim or final report to the Central Election Commission on the state funds allocated to political parties for their participation in elections. This includes failing to submit the report on time or knowingly providing incorrect information.

The law will come into effect from the date of its official announcement.

For information, the election of deputies to the Legislative Chamber of the Oliy Majlis and local councils will be held on October 27, 2024. For the first time in Uzbekistan's history, the elections for deputies of the Legislative Chamber will use a mixed electoral system, combining both majoritarian and proportional systems. Under this system, 75 deputies will be elected based on the majoritarian system, where voters choose their preferred candidate, and the remaining 75 deputies will be elected based on the proportional system, with votes allocated to political parties. The law stipulates that at least 40 percent of the candidates nominated by political parties must be women.
