A resident of Samarkand was apprehended for illegally organizing Umra pilgrimages and deceiving two individuals by taking $3,300 under false pretenses. The regional Department of Internal Affairs reported this.
According to the report, a citizen had filed a complaint with the Samarkand regional Department of Internal Affairs, alleging that a person was unlawfully sending individuals on Umra pilgrimages through their company in exchange for financial gain. Based on this complaint, law enforcement officers operated on April 10, 2025, on Narpay Street in Samarkand. During the operation, the individual was caught receiving $3,300 from two people while promising to arrange their Umra pilgrimage. The money was seized as material evidence.
Further investigations into the suspect’s company revealed that it had been operating as a limited liability entity since April 23, 2024, and did not have the authority to issue Umra visas. Preliminary investigative actions are currently underway.
Previously, in Fergana, another unauthorized individual was caught attempting to send a brother and sister on an Umra pilgrimage, charging them $1,100. A criminal case was initiated against the suspect under Article 25 and Article 168, Section 1 of the Criminal Code (Fraud).
