Will the borders for mobilization in Russia be closed, why is it hidden in paragraph 7 of the decree?

The government of the Russian Federation shall determine the categories of citizens entitled to defer partial mobilization as soon as possible.  The press secretary of the Head of State Dmitry Peskov told journalists about this.

"The categories of citizens who are entitled to deferment shall be determined by the government of the Russian Federation.  The government will determine this, of course, in the shortest possible time," he said.

Speaking about how long the mobilization will last, a representative of the Kremlin stressed that the decree of the President of the Russian Federation on the timing says nothing.

He also recalled that the President of the Russian Federation in his tele-evangelization paid a lot of attention to the issue of referendums in the "republics" and "liberated territories" of Donbass, explaining why they are held.

«The President said that we will support the decision of the residents of these regions», - Peskov said.

The Kremlin representative also noted that clarifications about the closure of borders for citizens who should be mobilized will come later.

"I can not answer this question now, you know that the existing laws have different provisions on this, so let’s bear with the explanation of this will be," he said.

The Kremlin has not revealed the seventh undeclared paragraph of the decree on partial mobilization.  According to Peskov, this unpublished paragraph of the decree is for official use.

He noted that the seventh paragraph of the decree on partial mobilization mentions the number of conscripts up to 300,000 people.

«As part of partial mobilization it is impossible to simultaneously call up 300 thousand people», he explained.

In addition, according to him, the Russian leader is not yet planning to hold a large meeting, partly because of mobilization, but is in constant contact with the government and regions.

We remind you that today, 21 September, a partial military trip has been announced in Russia. Only citizens currently in reserve and having served in the Armed Forces, having a certain military specialty and relevant experience, shall be called up for fixed-term military service. Conscripts undergo additional military training prior to deployment, taking into account the experience of special combat operations.

Russia will recruit 300,000 men for the war against Ukraine as part of the military mobilization.

Russo-Ukrainian War

On 21 February this year, Russian President Vladimir Putin signed a decree in the Kremlin recognizing the self-proclaimed independent Luhansk People’s Republic (LPR) and the Donetsk People’s Republic (DPR) in eastern Ukraine.  Later, the Russian Federation stressed that it recognized the republics on the borders of the same regions, increasing the risk of war against Ukraine.

Following Putin’s emergency decision, the US, the EU, Canada, Australia, the UK, and Japan also imposed sanctions against Russia.

On 24 February, Russian President Vladimir Putin announced that the Russian military had launched a «special military operation» in eastern Ukraine in Donbas, and Russian troops had launched an offensive on Ukraine.  Putin based this action on the fact that such a request was made by leaders of pro-Russian separatist forces in eastern Ukraine.

Earlier Zelensky appealed to the citizens of Russia in Russian and said that Ukrainians «do not need either cold, hot, or hybrid war» and that Ukrainians are ready to meet the attackers.  Soon after, the president broke diplomatic relations with Russia.  President Zelensky declared martial law in the country.

On 25 February, Zelensky announced a general military mobilization in Ukraine. It was decided that conscription will be carried out in a number of regions and cities of the country.

So far, Russian troops have attacked Ukraine from the north, east and south and managed to occupy a number of territories.  But this war has isolated Russia from the world.

The beginning of the attack on Ukraine dealt a heavy blow to the Russian economy.  Shares of Russian companies plummeted, and the Moscow Stock Exchange traded at an unprecedented level. «Gazprom», «LUKOIL» and other large companies suffered losses.

After the attack, European countries and the US imposed several stages of sanctions against Russia.  Russian banks VTB, Bank of Russia, Opening, Novikombank, Promsvyazdebank, Sovkombank and VEB.RF are disconnected from the international interbank system SWIFT.  The US and the EU have blocked Russia’s foreign reserves.

The countries of Europe, the United States and Canada have closed their airspace to Russia. Switzerland, considered a neutral country, has joined these sanctions.
