Putin signs law raising fees for migrants and vehicle services

Russian President Vladimir Putin signed a law on July 31 introducing new state customs fees and increasing several existing ones. The full text of the law has been published on the official regulatory documents portal.
According to the law, starting from September 1, the cost of a driver’s license will rise to 4,000–6,000 rubles, up from the current 2,000–3,000 rubles. Registering a vehicle and obtaining license plates will now cost 3,000 rubles instead of 2,000 rubles. The fee for obtaining a vehicle passport (PTS) will increase from 800 rubles to 1,200 rubles. Additionally, the cost of an international driver’s license will double, rising from 1,600 rubles to 3,200 rubles.
The legislation also introduces new fees specifically affecting migrants. A state fee of 500 rubles will be charged for registering migrants at their place of temporary residence. The fee for issuing or reissuing a work patent for migrants will be set at 4,200 rubles. Furthermore, the fee for registering foreigners at their place of permanent residence will increase from 430 rubles to 1,000 rubles.
Previously, lawmakers in the Russian State Duma had proposed setting limits on the amount of money that migrants are allowed to send abroad.
