President orders transfer of 29 public services to private sector

10726President Shavkat Mirziyoyev has instructed officials to transfer 29 public services to the private sector as part of ongoing reforms in the service sector. This decision was announced on February 7 during a videoconference meeting chaired by the president.
According to the plan, 11 services must be privatized by March 1, while the remaining 18 will be transferred by October 1. Over the past three years, 27 types of public services have already been handed over to private entities, but officials acknowledged that significant work remains.
Among the services proposed for privatization, the Davaktiv agency may transfer the examination and assignment of categories for realtors and appraisers, while the Tourism Committee may delegate the issuance of qualification certificates to guides. Additionally, the Agro-Industrial Inspection may hand over the mandatory inspection of agricultural and special equipment to private enterprises. Other ministries and agencies are also expected to identify services that could be managed by private businesses.
To facilitate this transition, ministries have been tasked with preparing proposals on outsourcing services and introducing new private-sector initiatives. The Competition Committee has been assigned responsibility for overseeing this process.
Additionally, in response to concerns from entrepreneurs regarding the leasing and privatization of land and state property, the government has been directed to develop and publish clear, transparent, and beneficial conditions for such transactions.
