The Chairman of the Senate explains the reason for abolishing boycott of Uzbek cotton

As reported earlier, on 10 March of the current year, the “Cotton Campaign” coalition removed the boycott from Uzbek cotton. Today 17 March, the Chairman of the Senate of the Oliy Majlis (Parliament) of Uzbekistan, Tanzila Norbayeva commented on the decision at a plenary session of the Upper House.

According to the Chairman, the international coalition “Cotton Campaign” announced an international boycott of Uzbek cotton due to insufficient attention to the prevention of forced labor 13 years ago. More than 300 of the world’s leading light industry brands complied with the boycott. This has had a negative impact on the development of the country’s textile and light industries and the national economy.

«In the new era of our development, with the firm, political will of our head of state, decisive measures were taken to eliminate forced labor, especially child labor», –stated Tanzila Norbayeva.
According to the Chairman of the Senate, in 2021 32 laws and regulations, 4 laws, 2 presidential decrees and 4 decisions and 6 governmental decisions were strengthened in order to eliminate forced labor during cotton harvesting. International rules and standards have been introduced (19 conventions of International Labor Organization have been ratified, including 8 core and 4 directive conventions.

The agricultural sector, especially the cotton sector, has also been reformed (clusters have been established, mechanization has reached 12%, the state order for cotton has been abolished, prices have been liberalized). An institutional framework has been developed (the National Tripartite Commission on Social and Labor Issues, the National and Regional Commissions on Combating Trafficking in Persons and Forced Labor, the National Rapporteur). Systematic dialogue and practical cooperation with civil society and specialized international organizations intensified (ILO, World Bank, International Finance Corporation, International Organization for Migration, UN Office on Drugs and Crime, US State Department and US Labor Ministry, “Cotton Campaign”).
In addition, a system of strict controlling, monitoring and critical analysis has been set in motion.

“These measures have had a positive effect. Many foreign countries and international organizations have recognized the abolition of forced labor in our country, including child labor. Most importantly, the “Cotton Campaign” recently (March 10) canceled the almost 13-year boycott of Uzbek cotton. This is a historic event! Confession! Recognition!

I am sure that those present here are well aware of the importance of this recognition, that it has not been achieved easily, and that the door to greater possibilities has been opened»,- said Tanzila Norboyeva.

Tanzila Norbayeva thanked all MPs, officials of ministries and departments, civil society activists, friends in international organizations and structures, journalists and bloggers for their efforts in achieving this result.

President of Uzbekistan Shavkat Mirziyoyev also commented on the situation.
