Mirziyoyev says his sudden visit to poor neighborhood must alert local leaders

President Shavkat Mirziyoyev stated that his visit last month to the Shurarik neighborhood of Norin district in Namangan region should serve as a wake-up call for officials. He made this remark today, October 14, during a videoconference dedicated to improving the neighborhood system and organizing more effective work at the local level.

During the meeting, it was noted that with the introduction of the ’’seven-member’’ system in neighborhoods, more than 100 types of services, including the allocation of loans, subsidies, compensations, and material assistance, have been transferred to the neighborhood level. As a result, 7.5 million citizens have been lifted out of poverty, the unemployment rate has halved, and 3,500 neighborhoods have gained a modern appearance.

In addition, the term of office for neighborhood chairpersons has been extended from three to five years. Under their leadership, a vertical ’’seven-member’’ management structure has been established, providing them with sufficient resources, authority, and conditions. Bankers and tax officials have been assigned to neighborhoods to help turn local opportunities into viable projects and create new jobs, while separate funds are being allocated for infrastructure development.

The Head of State emphasized that while many neighborhoods are achieving tangible results through effective use of these opportunities, some still have not learned to function as a unified team.

’’My visit to the Shurarik neighborhood in Norin district should serve as a wake-up call for regional governors, as well as for national, regional, and district officials, and members of the seven-member system, encouraging them to improve their quality of work and professional competence,’’ the President said.

During his visit to the Namangan region on September 16, President Shavkat Mirziyoyev stopped by the Shurarik neighborhood in Norin district. The neighborhood is considered one of the most disadvantaged in the area: its internal roads are in poor condition, there is no street lighting or drainage system, and more than 5,000 residents live there. Among them are 62 low-income families, 118 unemployed individuals, and 157 residents working abroad.

Following the President’s visit and his critical remarks addressed to local authorities, the head of Norin district, Jurabek Nurmatov, moved into a container house installed in the same neighborhood.
