Mirziyoyev congratulated the employees and veterans of internal affairs bodies

The President of Uzbekistan congratulated employees and veterans of the internal affairs bodies on Internal Affairs Day.  The Presidential documents says:

Dear employees of the internal affairs system!

Dear officers and generals, sergeants and commanders!

Dear veterans!

First of all, I would like to sincerely congratulate you on 25 October - the Day of Internal Affairs of the Republic of Uzbekistan.

Undoubtedly, our people consider you, people who have dedicated their lives to the noble intention of ensuring peace and tranquility in the country, protecting the rights and freedoms of citizens, faithful to their sacred work.

Employees of the internal affairs system serve as a solid support of our state and society in the successful implementation of our reforms in the new Uzbekistan, based on the noble principle of “For human dignity”.

We are all aware of the importance of ensuring the security and territorial integrity of our country and consolidating peace and harmony in our society in the difficult and dangerous conditions prevailing in the world today.  Priority was therefore being given to reforming the internal affairs system in the coming years.

In this connection, the concept of public security of the Republic of Uzbekistan, developed with a view to creating a safe environment in all our regions, completely eliminating threats to peace and stability, and the strategy for the development of the public security system for 2022- 2025 is being consistently implemented.

On the basis of these documents, for the first time, mechanisms and tasks of the interaction of 10 state bodies for reliable provision of security of citizens in each district and city have been determined.  Modern working methods are being introduced to raise the quality of civil rights protection to a new level.

In order to prevent crime and eliminate its causes, the system of discussing violations of "mahallabay" (by the neighborhoods) and "sohabay" (by the fields) was introduced.  The joint activity of law enforcement agencies was established in law enforcement centers established in neighborhoods where crimes were committed relatively often.

In order to widely promote legal culture among minors and prevent various negative diseases, more than 2,000 inspector-psychologist positions have been introduced in schools, and this is giving its first positive results.

The prevention inspector's cooperation with the neighborhood governor’s assistant, youth leader, and women's activist creates conditions for the elimination of many violations and the protection of women from violence and various oppressions.

Special mention is made of the fact that effective methods are being developed based on advanced foreign experiences for the organization of daily activities of internal affairs bodies based on innovative approaches, digital technologies, and scientific achievements, as well as reliable protection of citizens' life, dignity, and property in cyberspace. 

Since last year, the "102" system has been introduced, which automatically registers all applications and messages on cases of crime and violations.   establishment of 75 situational centers in regional centers and large districts made it possible to remotely monitor the situation in the streets and public places and effectively manage the forces and means aimed at ensuring the peace of the population.

Along with all aspects of our life, important measures are being implemented in order to liberalize the activities of internal affairs bodies, strengthen the atmosphere of openness and transparency in the field, and turn it into a humane and people-friendly system.

At the moment, through the widespread introduction of digital technologies into the field, efforts are being made to abandon the practice of bringing a citizen to internal affairs bodies to identify him and to introduce a system of identification using an electronic device.

As a result of the consistent implementation of the "Concept of Organization of Spiritual and Educational Work in Internal Affairs Bodies" adopted last year, systematic training was carried out to strengthen the spirit of patriotism among the employees of the sector, enrich their spiritual outlook, and improve the culture of behavior.

These measures had a positive effect on the practice of working with the population.

As a vivid example of the achievements reached in the system, the team of the Ministry of Internal Affairs won second place in 2021 and was proud of first place this year in the contest "The Most Exemplary Ministry and Office" in the direction of spiritual and educational promotion.  It is permissible to recognize what it has achieved.

Dear representatives!

Our work aimed at improving the activities of the internal affairs bodies, optimizing their structural forms, ensuring the peace of the population, and increasing the effectiveness of the fight against corruption in the field will continue consistently.

One of the most important tasks is to raise the reforms in the field to a new level, using our existing opportunities and potential, the experience we have gained in recent years, and advanced foreign achievements.

In this regard, I think that in the implementation of the rule that "Law is the priority, punishment for crime is inevitable" in our country.  First of all, as the closest profession to the people, it is necessary for the internal affairs officers to set an example for everyone.

We should pay special attention to issues such as introducing modern technologies and working methods into the system, training mature professional personnel, and improving the system of social and legal support for industry employees.

We will mobilize all our strength and capabilities so that every employee of the sector, primarily our people, will feel the practical result of our reforms in the internal affairs system in their daily life.

I would like to take this opportunity to express my deep gratitude on behalf of all our compatriots for your selfless work, and loyalty to our country and people.
