School and kindergarten directors’ salaries to be increased

By presidential decree, the salaries of school directors, their deputies, and directors of preschool educational institutions will be increased. This was announced by Minister of Preschool and School Education Hilola Umarova.  

"In recent years, various reforms have been implemented to raise the monthly salaries of teachers and kindergarten staff, as well as to increase the number of bonuses. This process is ongoing. Now, it is the turn of school directors, their deputies, and kindergarten heads to receive salary increases," the minister said.  

The decree outlines the following changes:  

- The salaries of school directors, their deputies, and directors of preschool educational institutions will be increased.  
- Starting from September 1, 2025, the basic salary rate for school directors will rise by 20 percent, while the rate for deputy directors will increase by 15 percent.  
- The salaries of kindergarten directors will be adjusted to match the base salary of deputy directors of general secondary schools in categories III and IV.  
- This increase will affect more than 10,000 school directors, around 7,000 kindergarten directors, and approximately 35,000 deputy school directors across the country.  

Additionally, starting January 1, 2026, school directors and their deputies will receive monthly bonuses of 20 percent and 10 percent, respectively, based on performance indicators (KPI) of general secondary education institutions.  

To further enhance the education system, additional staff will be allocated to district departments. This will allow for the introduction of new positions focused on monitoring student knowledge assessment and strengthening foreign language and vocational training programs. Moreover, long-term service incentives will be introduced for nearly 15,000 administrative employees in the ministry’s territorial divisions.  

The decree also increases school employee bonuses, setting them at 75 percent of the minimum wage, compared to the current practice of up to 50 percent.  

"Another important change is that previously, only 40 percent of the revenue from renting vacant school buildings remained within the school. Now, 75 percent of these funds will be allocated for school development.

I believe that this decree, which impacts the livelihoods and incentives of hundreds of thousands of employees in the education sector, will improve their financial stability, motivate them, and enhance productivity. The preschool and school system should become an attractive sector financially, and with the support of our state leadership, this goal is being achieved step by step," Minister Umarova stated.
