2486The Neighborhood Work and Entrepreneurship Development Agency will be transferred to the Ministry of Poverty Reduction and Employment. This change was outlined in the Presidential Decree titled "On Measures to Improve State Policy and Increase Efficiency in the Field of Poverty Reduction and Employment."
As part of this transition, three-way "neighborhood agreements" will be established between the district departments of the Ministry of Poverty Alleviation and Employment, district administrations, and local neighborhoods to address poverty reduction within communities.
Under these agreements, the district department of the Ministry and local authorities will be tasked with improving infrastructure and creating conditions to boost residents' income. The neighborhood chairperson will be responsible for engaging residents in work, enhancing the local environment, and reducing crime.
Additionally, based on employer needs, Vocational Skills Centers will be set up, targeting the training of unemployed individuals.
The centers will:
- Offer express courses tailored to employer demands and create a system for developing practical skills directly at the workplace.
- Introduce internationally recognized programs and issue certificates that are valid abroad.
For context, the Neighborhood Work Agency was established in 2021. Its main tasks included implementing a unified state policy for economic development in entrepreneurship and neighborhoods, ensuring profitable employment for residents through the neighborhood system, training residents in entrepreneurship and self-employment, and coordinating the activities of district (city) mayor's assistants in developing neighborhood entrepreneurship, employment, and poverty reduction.
