Earlier, QALAMPIR.UZ reported that 14 specialists who had worked at the Vocational Training Department under the Center for Staff Professional Development of the Ministry of Employment and Poverty Reduction from October 14, 2020, to December 31, 2024, and were unlawfully dismissed, had been unable to receive 769 million soums in compensation ordered by the court.
According to Farrukh Toshpulatov, spokesperson for the Compulsory Enforcement Bureau (CEB), the director of the center, Abdukhalil Rahmonov, was fined for failing to enforce the court’s decision. In addition, 1,887 types of property belonging to the center, worth a total of 18 billion soums, were seized and placed under restriction.
It was noted that based on the enforcement writ issued by the Tashkent City Civil Court, the document ordering the reinstatement of employees to the Center for Staff Professional Development under the Ministry of Employment and Poverty Reduction, as well as the payment of wages and moral damages for forced downtime, was transferred to the CEB for execution.
The Yangi Hayot District Department of the Bureau appealed to the Tashkent City Civil Court for clarification regarding further enforcement actions related to the court’s decision No. 2-1005-2512/30 dated June 6, 2025.
In response, the court stated in its letter dated August 5, 2025, that the appellate ruling of May 23, 2025, and the supervisory ruling of July 22, 2025, had been upheld, and that enforcement procedures must continue.
Based on this, the Sergeli District Treasury Department continued enforcement measures against the Center for Staff Professional Development under the Ministry, including freezing funds belonging to the institution under the decision “On directing financial obligations of budgetary organizations toward debt repayment,” and was notified accordingly.
During enforcement proceedings, the center’s bank accounts and two vehicles were seized. Moreover, due to failure to comply with the court’s ruling, Director Abdukhalil Rahmonov was fined 10 times the base calculation rate—amounting to 4,120,000 soums—on September 8, in accordance with Article 198-1, Part 2 of the Administrative Liability Code. The fine was collected from him on September 11. In addition, 10 computer sets belonging to the center were seized due to the unpaid debt.
On October 21 of this year, following QALAMPIR.UZ’s investigation, enforcement officers visited the center’s administrative building, where 1,887 items of property with a total value of 18 billion soums were officially seized and placed under restriction.
