The meeting that disappointed Kusherboyev.  Why didn’t Inayatov make him speak?

On 22 December, the law “On the State Budget of the Republic of Uzbekistan for 2023”, which is the most important, relevant and major document of the country for 2023, was unanimously approved by the deputies in the Legislative Chamber of the Oliy Majlis.  Interestingly, instead of talking about the shortcomings of the law, the deputies talked more about the address of the President to the Chambers of the Oliy Majlis.

They also had time to congratulate someone on their birthday and holiday, but no one commented on the shortcomings and objections that arose in the first reading of the law.

For example, one member of the UzLiDeP faction, deputy Rasul Kusherboyev repeatedly asked the deputy speaker Ulugbek Inoyatov to speak, but the chairman of the meeting, Inoyatov, did not allow him to speak.  This was why Kusherboyev left the meeting.

“Actually, I left at the first reading.  Ulugbek Inoyatov, the deputy speaker of the meeting, did not speak publicly.  I stood up and asked [everyone] to speak in the hall, but I was not allowed to speak about the budget.  The reason is that no time was given to get acquainted with the budget, a very short time was given.  After, they wouldn't allow me a word and I didn’t have the opportunity to express my opinion, I left wondering what I would do in such a meeting.  In the second and third readings, I took permission for a matter in Boka district.  To be honest, I didn’t want to enter either.  The reason is that if they don’t listen to the proposal, if they don’t want the opinion and freedom, then what’s the point?  As I was not sure that any of my suggestions and opinions would be taken into account, I said that they should do it the way they want,” Kusherboyev expressed his opinion to QALAMPIR.UZ.

He also expressed his reaction to the fact that this law, as required by the budget code, should be submitted to the deputies by 15 October, but it was submitted only a week ago.

“Giving it on 15 October is difficult because it is the end of the year, the calculations will not be complete yet.  This is understandable.  Even if it is given, 7-10 days should be taken into consideration.  However, this happens every year.  That is, due to the very short time, we deputies will not have time to get into the law because the budget is too big.  “I don’t understand why members of the government always treat MPs like this,” he said.

Another deputy of UzLiDeP, Daniyor Ganiyev, also strongly criticized the 225 billion dollar subsidy granted to UzAutoMotors in the first reading of the law “On the State Budget of the Republic of Uzbekistan for 2023.”  He protested and raised a scandal in the Oliy Majlis in a fair way.  It should be recalled that earlier we reported that deputy Rasul Kusherboyev was leaving the post of deputy, and Daniyor Ganiyev did not support his departure.

At the same time, other members of the Legislative Chamber of the Oliy Majlis, Speaker Nurdinjon Ismailov, Committee Chairmen, Deputy Speakers, Inoyatov, who did not speak to Kusherboyev, and Aktam Khaitov, Chairman of UzLiDeP, are deeply silent.  There is no reaction to Kusherboyev’s departure from the parliament and the issues he raised.
