Request sent to Ministry of Health over rising deaths in private clinics

A request was sent to the Minister of Health, Asilbek Khudoyorov, by Gulnara Abduvokhidova, a deputy from the "Adolat" Social Democratic Party, regarding the growing number of serious harm and death cases resulting from improper medical treatment in private medical institutions. This was reported by the press service of the "Adolat" Social Democratic Party.
In her request, the deputy noted that despite a number of positive developments in the healthcare system in recent years, the increasing number of tragic cases where citizens either die or become disabled due to incorrect diagnoses or treatments by doctors in some private clinics is raising public concern.
According to the data provided, the number of convictions for crimes related to the improper performance of professional duties by medical workers is rising each year (67 people in 2023, 94 people in 2024, and 16 people in the first quarter of 2025).
Abduvokhidova cited recent incidents that sparked widespread discussion on social networks, including the deaths in private clinics in Fergana and Bukhara and the case of serious harm caused to a young blogger due to improper plastic surgery. She emphasized the need to study the causes of these negative trends and to eliminate them.
The parliamentary request asked the Ministry of Health to address the following questions:
- What are the real reasons for the increase in these incidents in private medical institutions, and what measures are being taken by the Ministry to prevent them?
- Has the Ministry analyzed each case of death, disability, or serious harm that occurred in private clinics, and what practical steps have been taken to prevent their recurrence?
- Is there a systematic mechanism for monitoring the proper application of procedures and compliance with approved medical protocols in private medical institutions? What specific measures are being taken in this regard?
- What proposals and initiatives does the Ministry plan to introduce to tighten licensing requirements and conditions for private clinics to ensure public health protection?
In accordance with Article 15 of the Law “On Parliamentary Control,” the deputy asked the Minister of Health to provide a reasoned response within 10 days.
It should be recalled that earlier, a 32-year-old employee of the prosecutor’s office died after undergoing nasal bone surgery in a private clinic in the Fergana region. The man had entered the clinic on his own but did not survive the operation. According to Hayot Shamsutdinov, a spokesperson for the Prosecutor General’s Office, the Fergana Regional Prosecutor’s Office has launched a pre-investigation inquiry into the incident.
Additionally, an 11-year-old minor patient died in a private ENT clinic in Bukhara after receiving an injection without prior testing for side effects. A forensic medical examination has been ordered to determine the cause of death, and a criminal case has been opened regarding the actions of the responsible persons.
