In Uzbekistan, during the first 9 months of this year, 33 officials who violated human rights were subjected to disciplinary and administrative liability. This was reported in the report of the Commissioner for Human Rights (Ombudsman) of the Oliy Majlis.
It is noted that during the 9 months of 2025, the Ombudsman received 15,385 appeals from citizens of Uzbekistan, citizens and ombudsmen of foreign states, stateless persons, public organizations, and other legal entities. Of these, 2,097 were submitted by persons held in places of restricted freedom of movement, their close relatives, and defenders (lawyers)
37 of the appeals were considered anonymous in accordance with the established procedure
Of all appeals, 27.3 percent were economic, 24 percent social, 16.4 percent personal, 11.8 percent related to the right to appeal, 3.7 percent family law, 1 percent environmental rights, 11.9 percent related to ensuring the rights and legitimate interests of persons held in places of restricted freedom of movement, and 3.9 percent concerned other issues
When analyzing appeals by region based on population, the largest number of issues were identified in Kashkadarya, Surkhandarya regions, and the city of Tashkent
During the reporting period, the Ombudsman applied 133 measures in the form of claims, submissions, demands, warnings, and conclusions to state bodies or officials to restore citizens’ violated rights, most of which were resolved positively
As a result of reviewing the appeals, 33 officials who violated human rights were subjected to disciplinary and administrative liability in the form of reprimands, fines, and dismissal from office
From persons held in places of restricted freedom of movement, their close relatives, and defenders (lawyers), the Ombudsman received 2,097 appeals in the first 9 months of 2025. Service inspections were appointed regarding 37 complaints about the actions of employees, and 5 employees of internal affairs bodies were subjected to disciplinary action, and 1 was dismissed
Regarding 12 appeals, decisions to refuse to initiate a criminal case under Part 2 of Article 83 of the Criminal Procedure Code were annulled by higher prosecutors based on the Ombudsman’s appeal letter, and investigative actions were to be conducted until additional investigation
In the 9 months of 2025, based on monitoring visits, the Ombudsman applied measures in the form of 15 submissions, 1 conclusion, and 13 demands to ministries and departments to eliminate identified shortcomings. As a result of these measures, 5 healthcare employees and 12 internal affairs employees were subjected to disciplinary action
