Dismissal follows torture incident in police building

Earlier, photos and reports circulated on social media alleging that in Namangan city, a citizen had been subjected to torture by a prevention inspector. It was claimed that three police officers used a baton and an electric shock device against the citizen. Following this incident, an inspector of the Chust district department of Internal Affairs was dismissed, the Ombudsman’s press service reported.

It was stated that the Ombudsman’s regional representative in the Namangan region investigated the situation and held a meeting with the victim.

Subsequently, based on the information collected regarding the case, the Ombudsman submitted a supervisory letter to the regional department of Internal Affairs and the Namangan city prosecutor’s office.

According to the information provided to the Ombudsman, Major D.B., a prevention inspector of the public security service of the Chust district department of Internal Affairs, was dismissed from his post for negligence and indifference in the performance of his duties. He had failed to visit his assigned service area without any valid reason and had grossly violated the requirements of the Code of Professional and Service Conduct of Internal Affairs officers. In addition, the Namangan city prosecutor’s office initiated a criminal case under Article 104, part 1 of the Criminal Code (intentional infliction of serious bodily injury) in connection with this incident.

’’The public will be provided with additional information upon the completion of investigative actions,’’ the statement said.

During the review of this matter by the responsible officers of the Namangan Regional Department of Internal Affairs, it was established that on August 14 of this year, citizen U.A., born in 1991 and residing in Namangan city, had been taken to the district police department due to a family dispute. A preventive conversation was conducted with him, after which he was allowed to return home the same day. Two days later, on August 16, it was found that U.A. sought medical assistance due to a deterioration in his health condition.
