Locations for installing surveillance cameras in large markets were announced

The Cabinet of Ministers issued a resolution on November 27 outlining measures to enhance public safety and fire protection in large markets across Uzbekistan. The regulation, adopted per a presidential decree, focuses on safeguarding citizens visiting markets and maintaining public order.

Large markets are defined as property complexes with 300 or more permanent trading outlets and trading posts. These operate on either a permanent or temporary basis in areas designated by regional governments, the Council of Ministers of the Republic of Karakalpakstan, and the Tashkent city government.

The regulation specifies the installation of video surveillance systems at critical locations within large markets to monitor public areas and ensure safety. Cameras will be installed:

  • At entrances, exits, and throughout parking lots, ensuring comprehensive coverage of the facility’s perimeter.
  • On pathways leading from parking lots to market premises.
  • At all citizen and vehicle entry and exit points to the facility.
  • In all accessible buildings and structures, particularly in trading, exhibition, and dining areas, including multi-story facilities.
  • In areas where citizens store personal belongings and hand luggage.
  • Along passageways to warehouses, entrances, stairs, and escalators.
  • Between market stalls and other communal spaces.
  • Cameras will not be installed in sensitive areas like restrooms and private rooms to respect privacy.

Video surveillance systems are required to transmit footage to situational centers of internal affairs and National Guard units. Recordings must be archived for 30 days, with automatic deletion thereafter. Footage involving conflicts or offenses will be retained until relevant investigations or legal proceedings are concluded.

The resolution also defines the role of the National Guard, the Ministries of Internal Affairs, and Emergencies in providing security and fire safety. It details the responsibilities of departmental security and emergency services personnel.

A list of recognized large markets by region was included, with Namangan having the most (24) and Syrdarya the fewest (2). Regional authorities, in coordination with relevant ministries, will regularly update this list. This initiative underscores the government’s commitment to enhancing safety and order in Uzbekistan’s bustling market spaces.
