4525One of the main goals of simplifying the requirements for the construction industry is to revise outdated urban planning norms and rules. This issue was confirmed in the decision of the Cabinet of Ministers, adopted on 6 October, "On measures to simplify requirements for the construction sector and systematize regulatory documents in the field of technical regulation".
According to the decision, starting from 1 January 2023, the following was established:
• The value of the construction-assembly, reconstruction, and perfect repair works carried out within the framework of the law "On State Procurement" in the project-estimate documents is formed based on the estimate-resource norms;
• estimate-resource norms for business entities that finance construction-assembly, reconstruction, and perfect repair work from their funds will have a recommendatory nature;
• construction regulations and estimate-resource norms are technically not included in the normative documents in the field of regulation, and they are not required to undergo legal examination;
• norms and rules of urban planning are reviewed at least every 3-4 years and updated as necessary;
• standards for building materials and equipment are accepted only by the Ministry of Construction;
• relevant parts of projects developed based on foreign regulatory documents approved simultaneously with national normative documents in the field of urban planning activities and examined in foreign countries are directly recognized.
