Traffic cameras to start calculating penalty points

Starting from April 1, 2026, penalty points will be assigned for serious traffic violations detected by photo and video cameras in Uzbekistan. This is stated in the Cabinet of Ministers’ Resolution No. 676 dated October 25, 2025.
According to the resolution, from April 1, 2026, in order to ensure road traffic safety and prevent fatalities on roads, penalty points will be calculated for violations detected through special automated photo and video recording systems.
In this case, the penalty points will be distributed between the owner of the vehicle and other drivers who use the vehicle based on civil legal relations in accordance with the established procedure, such as a power of attorney, insurance policy, or trip sheet.
It is worth noting that the system for evaluating traffic violations based on penalty points came into effect in Uzbekistan on June 1 of this year. This was established by the Cabinet of Ministers’ Resolution ’’On introducing a system for evaluating traffic violations based on penalty points,’’ adopted on May 6.
According to the resolution, penalty points are assigned to drivers only based on fines officially issued by traffic police officers. They are automatically calculated through the e-jarima module without human intervention.
It is also permissible to note that, according to the resolution, penalty points were not to be assigned for violations detected by automated photo and video recording devices. This issue was to be reconsidered once a system allowing the identification of the person behind the wheel at the time of the recorded violation was introduced, with the Ministry of Internal Affairs tasked with submitting a conclusion to the government on the matter.
Additionally, as an incentive, drivers who do not commit any traffic violations within 12 months will not receive penalty points for their first violation in the following period.
If a driver commits no further violations within six months after receiving penalty points, two points will be deducted from their record.
If a driver accumulates 12 penalty points within 12 months, the relevant documents will be automatically submitted to the court without human intervention, and the driver will be notified via SMS. The court may then suspend the driver’s license for a period ranging from six months to three years.
