Starting a business in Uzbekistan will soon take only 15 minutes

Uzbekistan is introducing a “Start a Business in 15 Minutes” system. This initiative is outlined in the Presidential Decree adopted on 14 November, titled “On the Next Measures to Simplify Business Operations, Licensing, and Permitting Procedures.”
The decree aims to significantly reduce administrative costs for business entities—by up to 90 billion UZS—and to save up to 15 days in interactions with government agencies. Starting from 1 January 2026, entrepreneurs will be able to register their businesses under the “15-Minute Business Start” principle, which will radically simplify the registration process.
During registration, entrepreneurs will simultaneously receive the following services:
- Issuance of an electronic digital signature key;
- Submission and activation of bank account applications;
- Submission of applications or notifications to obtain licenses and permits for certain activities;
- Registration of real estate lease agreements;
- Issuance of a value-added tax (VAT) certificate;
- Remote purchase and online registration of cash registers with the tax authorities;
- Appointment of the legal entity’s director and registration in the “Unified National Labor System” interagency software-hardware complex.
The decree is designed to deepen the “single-window” principle for entrepreneurs, reduce unnecessary bureaucracy, and make starting a business faster, more convenient, and fully transparent.
