Uzbekistan to create open register of corrupt officials

In Uzbekistan, people convicted of corruption-related crimes, including those sentenced for embezzlement or misappropriation, will no longer be conditionally released from punishment early until they fully compensate the damage caused. This is reflected in the Law of Uzbekistan “On amendments and additions to certain legislative acts of the Republic of Uzbekistan aimed at increasing the effectiveness of the fight against corruption and ensuring the inevitability of liability for corruption-related crimes,” adopted on June 22 this year.

The law introduced amendments and additions to a number of articles of the Criminal Code. In particular, under subparagraph “v1” added to Article 73 of the Code, which concerns conditional early release from serving a sentence, a person convicted of embezzlement or misappropriation, as well as fraud, and who has not fully compensated the damage caused by the crime, will not be conditionally released early until the damage is fully compensated.

In addition, paragraph “g” of the same article was supplemented with the wording “taking a bribe, giving a bribe, or acting as an intermediary in bribery repeatedly, by a dangerous recidivist, or on an especially large scale.” It was also established that persons convicted under these charges will not be conditionally released early.

For reference, the law was approved by the Senate of the Oliy Majlis on May 25 this year and signed by the President on June 22. It entered into force from the date of its official publication.

Earlier, it was reported that former deputy minister Bekmurod Abdullayev, who was dismissed from his post in November 2025 and accused in January 2026 of embezzling 186 billion soums in budget funds through public procurement in the Ministry of Internal Affairs system, had been released by mid-April this year. According to officially unconfirmed reports, the former official compensated the damage caused.
