6554As outlined in Article 7 of the "On Traffic Safety" law dated April 10, 2013, local government bodies are entrusted with responsibilities for maintaining road safety within urban and rural areas, including the regulation of streets, lanes, and traffic control mechanisms. It specifies that these authorities are responsible for their installation and upkeep.
Additionally, Article 9 of the same law delineates the responsibilities of highway construction and operation organizations in ensuring road traffic safety, which encompasses the construction and maintenance of traffic regulation tools, communication systems, and their integration into road infrastructure.
According to Clause 4 of the current traffic regulations, unauthorized entities and individuals are prohibited from altering road surfaces, tampering with road signs or traffic lights, or obstructing traffic flow. Any unauthorized installations or modifications, including the placement of "speed bumps," are strictly prohibited.
The Road Safety Service emphasized that the installation of traffic control devices falls squarely within the purview of designated agencies and organizations. They reiterated that neither individuals nor legal entities are authorized to install such devices independently or with any form of permission.
