Best-performing neighborhood teams to be awarded annually

President Shavkat Mirziyoyev, during a video conference on October 14 dedicated to improving the neighborhood system and ensuring effective local governance, noted that members of the ’’seven-member neighborhood teams’’ spend nearly half of their working hours attending various meetings and events.

It was stated that although the specific duties and KPIs of the ’’seven-member teams’’ have been defined, there is still no system in place to evaluate the overall efficiency of their work in the neighborhoods.

Currently, about 1,700 members of these teams commute 20–30 kilometers from outside their assigned neighborhoods. As a result, 68 team representatives reportedly did not visit their designated neighborhoods for several months last year. Responsible officials were instructed to launch a comprehensive system to assess the performance of these teams.

District governors will reward the ten best-performing teams at the end of each year, providing them with additional bonuses and incentives.

’’This will help ensure that the teams work in unity and as a cohesive group,’’ the President emphasized.

From now on, holding separate meetings with members of the  ’’seven-member neighborhood teams’’ for each specific direction will be prohibited.

It was also noted that residents in many neighborhoods are ready to plant and maintain trees as well as expand green areas. However, the President criticized the fact that neither district governors nor neighborhood heads are designating suitable plots for this purpose.

In the future, if the ’’seven-member teams’’ and residents take the initiative to establish green zones, district governors will be required to allocate up to 10 sotok (approximately 0.1 hectare) of land for this purpose.

Governors and team members were warned that strict public oversight would be introduced, and any cases of reallocating these plots for other purposes would result in legal consequences under the principle of the rule of law and the inevitability of punishment.

The Prosecutor General’s Office had previously been tasked with restoring green areas, sports grounds, and children’s playgrounds that had been allocated for other purposes. Within four months, 20 hectares of green space, 107 sports grounds, and children’s playgrounds were reinstated. The President instructed that work must continue until all such areas are fully restored to their designated locations.

At the same time, it was noted that some neighborhoods, streets, construction sites, canals, and boulevards are still not complying with cleanliness and public space standards. In response, a nationwide Cleanliness and Order Month will be declared. Every district and city governor is required to ensure that streets, roads, canals, and boulevards are properly maintained and kept clean at all times.

Deputy governors responsible for beautification have been instructed to immediately organize 24-hour work brigades to clean streets, residential buildings, multi-story complexes, and social facilities. Specialized equipment from ’’Clean territory’’ enterprises will also be fully deployed for this purpose.

The Ministry of Internal Affairs and the National Guard have been granted the authority to impose fines for littering. They are tasked with conducting field inspections and establishing daily monitoring in city and district centers.
