New regulations on dispensing narcotic drugs in pharmacies

A new procedure for dispensing narcotic drugs through pharmacies has been established, as confirmed by the Regulation “On the Procedure for Storage, Sale, Supply, Distribution, and Accounting of Narcotic Drugs, Psychotropic Substances, and Precursors.” This regulation, state-registered by the Ministry of Justice on January 27, sets guidelines for the controlled circulation of these substances.
The regulation applies to legal entities authorized to engage in the circulation of narcotic drugs, psychotropic substances, and precursors, provided they hold the appropriate licenses.
Under the new procedure, narcotic drugs can be dispensed from pharmacies to individuals only with a doctor's prescription. The following personnel are authorized to carry out this process:
- Pharmacy manager
- Pharmacist (or pharmacy assistant)
Narcotic drugs will be dispensed based on a special pink prescription form. Prescription forms are provided to treatment and prevention institutions by the territorial departments of the Ministry of Health.
Each prescription form must list only one drug, with the prescribed amount not exceeding a seven-day supply. Additionally, prescriptions for narcotic drugs issued in pharmacy drug storage areas must be kept sealed for five years.
The regulation also specifies that the stock of narcotic drugs in a medical institution’s pharmacy should not exceed a one-month supply, while the stock in its departments should be limited to a three-day supply.
