The exclusive rights of state-owned companies were abolished

On June 3, President Shavkat Mirziyoyev signed a decree revoking the exclusive rights of several state-owned companies to conduct economic activities. The announcement was made by Saida Mirziyoyeva, the President's eldest daughter and Presidential Assistant.

"This document continues our efforts to create a free market. It indicates that the country's leadership is committed to serious and complex reforms," Mirziyoyeva stated.

The decree is expected to usher in a new era in several sectors, including ferrous and non-ferrous metal processing, the chemical industry, telecommunications, and energy.

"We are once again demonstrating our firm commitment to creating an equal and competitive environment for all, which aligns with our decision to join this organization," Mirziyoyeva added.

According to the decree, the following exclusive rights granted by legislation will be canceled:

a) Effective January 1, 2025:

  • "Uzmetkombinat" JSC will lose the right to prepare (purchase) ferrous metal scrap and waste in the republic.
  • "Uzikkilamchiranglimetal" JSC will no longer have the right to prepare and export non-ferrous metal scrap and waste in the republic.
  • "Uztreyd" JSC will lose the right to unload food flour and wheat, as well as products from small businesses, private entrepreneurs, farmers, and farms to trade house addresses without providing bank guarantees or insurance policies for export contracts against political and commercial risks under consignment terms.
  • "Uzkimyoimpeks" LLC, a part of "Uzkimyosanoat" JSC, will lose its sole agent right to export chemical products and import equipment, spare parts, components, raw materials, and materials for production needs.

b) Effective July 1, 2026:

  • "UzGasTrade" JSC will no longer be the sole exporter of natural gas or the sole operator of centralized purchases from external sources through import.
  • "Ozenergosotish" JSC will lose the right to centrally export and import electricity.
