Unified digital platform to be introduced in public administration

Uzbekistan may gradually introduce a unified integrated digital platform for public administration. This was discussed today, July 7, during a presentation to President Shavkat Mirziyoyev on introducing a unified integrated digital platform for public administration, developing the startup ecosystem and improving the business environment in the telecommunications sector.

It was noted that Uzbekistan has risen by 24 positions in the UN E-Government Ranking. The goal is to place the country among the top 30 countries in this area by 2030.

This year, the number of digital services is expected to reach 880, while the number of users is projected to reach 15.5 million. By comparison, in 2024, there were 525 digital services and 4 million users.

It was also noted that databases and information systems in public administration have been formed separately across various agencies, and there is a lack of a unified approach to analyzing them and making decisions.

Therefore, it was proposed to gradually introduce a unified integrated digital platform for public administration. Through this system, regional economies, investment, ecology, security issues, problems affecting the population, the welfare level of mahallas, spatial data, facilities and map layers will be displayed on a single platform.

The platform will allow data to be analyzed using artificial intelligence technologies, problems to be identified early by region, the implementation of decisions to be monitored, resources to be properly directed and management efficiency to be improved.

The head of state emphasized the need to introduce this digital management system in the capital this year and in all regions starting next year.

The presentation also reviewed the launch of a unified national classification system for goods and services. Currently, customs, tax, statistics and other agencies use different product classifiers. This leads to higher business costs, lower accuracy in reporting and difficulties in interagency data exchange.

If a unified national classification system is introduced, excessive bureaucratic procedures for entrepreneurs will be reduced, data exchange between government agencies will be simplified and the accuracy of statistical reporting will improve.

A proposal was also put forward to create a national navigation system. It was noted that foreign platforms are currently used mainly in this area in the country. A national navigation system will help form geospatial data based on a single standard and ensure the high-quality organization of transport, logistics, emergency services, urban planning and public services.
