“Does it hurt?”: Legal violations found in activities of Kokand healer

Violations of the law have been identified in the activities of a healer identified as I.S. from Fergana Region, who continued to operate illegally despite the expiration of a certificate issued by the Uzbekistan Folk Medicine Association. This was reported by the Fergana Regional Department of Internal Affairs.

According to the report, the legality of the activities of I.S., known as the owner of the “Bio Nur” clinic, was examined. It was established that he had been registered with tax authorities on August 5, 2020, under the category of “Folk Medicine,” while the certificate issued to him by the Uzbekistan Folk Medicine Association expired on December 12, 2024.

Relevant documents were prepared by the Kokand City Department of Internal Affairs and submitted to the Kokand City Criminal Court. On January 10, 2025, the court imposed a fine of 7.5 million soums on the healer under Article 59⁵, Part 1 of the Administrative Responsibility Code (violation of legislation on folk medicine).

In addition, taking into account public objections to his content on social media, law enforcement officers issued him an official warning.

However, it was later found that I.S. continued his activities and kept posting videos on social media. As a result, on November 27 of this year, the Kokand City Department of Internal Affairs once again drew up administrative materials against him under Article 59⁵, Part 3 of the Administrative Responsibility Code, which covers providing medical diagnoses and treatment services, as well as publicly promoting such services, by a person who does not have the legal right to engage in folk medicine. The case materials were submitted to the court in accordance with established procedure.
