In Andijan, brother ties up 2-year-old sister and puts a price of 50,000 soums on her (video)

Reports circulated on social media claiming that a young child in Andijan region had been tied up and left on the street with a sign indicating a price of “50,000 soums.” To clarify the situation, QALAMPIR.UZ contacted Surayo Rakhmonova, the Authorized Representative of the Oliy Majlis for Children’s Rights (Children’s Ombudsman).
According to the Children’s Ombudsman, on January 2 this year, a woman identified as Q.D., temporarily residing in Andijan city and born in Kashkadarya region in 1999, left her residence while heading home. She entrusted her two young children—a son born in 2019 and a daughter born in 2023—to her eldest son, S.A., aged nine (born in 2017), and went to a nearby shop while carrying her youngest child, born in 2025. As a result, the children were left unattended for a short period.
According to the boy who was supposed to look after his younger siblings, he tied his sister’s hand to a metal stair railing with a piece of string to prevent her from walking into the roadway while their mother was away.
It was reported that the woman was warned about leaving her children unattended. A pre-investigation review is currently underway to assess her actions toward her children and to provide a legal evaluation. Rakhmonova said additional information on the matter would be provided later.
It is worth noting that in June 2025, in Tashkent’s Uchtepa district, a 13-year-old boy living with his parents jokingly listed his three-year-old brother for sale on an online platform due to the child’s disobedience, setting the price at 150,000 soums.
