Former Andijan regional governor’s deputy released from prison

The sentence of Botirjon Hamroyev, the former deputy governor of Andijan region who had been sentenced to seven years in prison for embezzlement and misappropriation of property, has been reduced. The Tashkent City Court press service reported this.

According to the statement, the Yunusabad District Criminal Court reviewed a criminal case involving 29 defendants accused of abuse of office, embezzlement or misappropriation of property, and other crimes. Under the court’s verdict dated 8 July 2025, various sentences were handed down to the defendants.

On 26 December 2025, following a protest filed by the district prosecutor and appeals submitted by the defendants, the case was reviewed by the appellate instance of the Tashkent City Court. As a result, the verdict was amended with respect to 24 defendants.

In particular, the sentence imposed on Botirjon Hamroyev by the court of first instance — seven years’ imprisonment with a three-year ban on holding certain positions — was revised. Hamroyev had been found guilty under Article 167, Part 3 (a, v) of the Criminal Code (embezzlement or misappropriation through abuse of office). Taking into account that the damage caused by the crime had been fully compensated, the appellate court replaced the prison sentence with two years and six months of corrective labour, with 20 percent of his wages to be deducted in favour of the state.

Under Part 5 of Article 167 of the Criminal Code, imprisonment or restriction of liberty is not applied if the material damage caused by the crime has been compensated.

It was noted that the additional punishment banning Hamroyev from holding certain positions remained unchanged. The parties have the right to file a cassation appeal or protest against the ruling.
