Ramzan Kadyrov issues direct threats to Komil Allamjonov and Dmitry Li amid assassination allegations

The Military Court has begun proceedings on the criminal case concerning the attempted assassination of Komil Allamjonov, the former head of the Information Policy Department of the Presidential Administration of Uzbekistan. This information was shared by Abdurahmon Tashanov, a human rights activist and chairman of the "Ezgulik" society.  

"The trial is completely secret. Despite the large number of defendants, the seriousness of the charges, and their importance to the public, uncertainty remains. I suspect Allamjonov’s name is being implicated again; otherwise, what justifies the silence?" Tashanov stated.  

On October 26, at approximately 1:40 a.m., two unknown individuals fired several shots at a Range Rover driven by citizen S.S. on Ifor Street in the Kibray District before fleeing the scene. Fortunately, no one was injured.  

The Prosecutor General’s Office initiated a criminal case under Articles 25, 97 (Attempted Murder) and 248 (Illegal Trafficking of Firearms, Ammunition, and Explosives) of the Criminal Code. An investigative task force was established, involving personnel from the Prosecutor General’s Office, regional and city prosecutor’s offices, the Ministry of Internal Affairs, and the Customs Committee.  

This assassination attempt, targeting an official of the Presidential Administration, is considered unprecedented in Uzbekistan’s history over the past 25–30 years and has sparked widespread concern. 


Several high-ranking officials were recently dismissed, including:  
- Lieutenant General Abdusalom Azizov, Chairman of the State Security Service since 2019.  
- Colonel Akhrorjon Halimjonovich Atkhamov, Head of the Criminal Investigation Service of the Rapid Investigation Department.  
- Colonel Doniyor Bakhtiyorovich Toshkhozhaev, First Deputy Head of the Tashkent City Police Department.  
- Lieutenant Colonel Temur Akramovich Sobirov, Head of the Organized Crime Department of the Tashkent City Police Department.  
- Colonel Alijon Ganievich Ashurov, Head of the Internal Security Department of the State Security Service.  
- Sarvar Ganievich Ashurov, Assistant to the Prime Minister of Uzbekistan and Head of the Prime Minister's Reception Office.  

Although there is no official explanation for these dismissals, speculation suggests a connection to the investigation of the assassination attempt. Unofficial reports regarding the incident are gradually gaining credibility.  

Media outlets also reported that Dmitry Li, director of the National Agency for Promising Projects of Uzbekistan, may have been targeted in a related assassination attempt shortly after the attack on Allamjonov.  

Uzbekistan has placed two Russian Chechen citizens on Interpol’s wanted list in connection with the assassination attempt:  
- Bislan Rasaev, born May 26, 1988, in Russia, who has been accused of participating in armed conflicts in Ukraine.  
- Shamil Temurkhanov, born August 10, 1993, in Russia, with a height of 1.90 meters and weight of 90 kilograms.  

Both men are wanted on charges of serious crimes.  

Amid these developments, Chechen leader Ramzan Kadyrov issued a public statement, which many interpreted as a threat to Allamjonov and Liga.  

"I recommend that you, Komil Allamjonov and Dmitry Li, stop playing the role of victims. It would be wise to end your schemes now, or you will have to answer for your actions according to our traditions," Kadyrov declared.  

Deputy of the Legislative Chamber, Odiljon Tojiev, strongly condemned Kadyrov’s interference in Uzbekistan’s internal affairs and his threats against state officials. Tojiev demanded a public apology from Kadyrov and called on him to assist Uzbek authorities in locating and extraditing the suspects.  

Public activist Rasul Kusherbayev, an advisor to the Minister of Ecology, called for stricter checks on Chechen citizens entering Uzbekistan to ensure national security.
