Uzbekistan introduces liability for violating bus lane rules

Accountability is being established for driving in bus lanes. This was discussed on March 17, during the Senate’s plenary session on the adoption of amendments and additions to the “Code of Administrative Responsibility of the Republic of Uzbekistan,” aimed at ensuring road safety and increasing the efficiency of public transport usage.
It was noted that traffic congestion has become one of the most pressing problems for residents of Uzbekistan, especially in the capital. Over the past 2-3 years, traffic in Tashkent has reached levels of 7-9 points daily, sometimes even hitting 10 points. This has led to stressful and contentious situations on the roads, causing drivers and passengers to spend hours in traffic.
The number of buses in Tashkent has doubled in the past two years. Dedicated lanes for buses have reduced their intervals by half, doubled the number of passengers, and increased daily users to 1 million.
Current legislation does not impose liability on drivers of vehicles using lanes designated for public transport.
Additionally, many drivers are frequently observed driving on bicycle lanes, sidewalks, and green areas, negatively impacting the safety of participants in these spaces.
Another factor affecting road safety is the illegal installation of artificial barriers and road blockages. Residents installing unauthorized barriers on streets restrict movement, hindering emergency and special service vehicles from reaching their destinations.
To address these issues, the proposed amendments introduce a new Article 1287 to the Code of Administrative Responsibility, establishing penalties for violating rules related to driving in lanes designated for public transport.
For instance, driving on roads with dedicated public transport lanes will result in a fine equal to one basic calculation amount. Repeating the same offense within a year after administrative action has been taken will result in a fine three times the basic calculation amount.
Additionally, Article 128 of the Code of Administrative Responsibility is being updated to penalize drivers for operating vehicles on sidewalks, pedestrian and bicycle lanes, and green areas, as well as for failing to adhere to traffic signs and other traffic rules.
As senators highlighted, the adoption of this law will contribute to road safety, help prevent traffic accidents, and create additional conveniences for public transport movement.
Following discussions, the law was approved by senators.
