Oppressed women or Norboyeva wants to make a proposal to the President

Senators intend to prepare documents on amendments and additions to the laws on violence and submit them to the President.  Tanzila Norboyeva, the head of the Senate of Oliy Majlis (Parliament) of Uzbekistan reported on it yesterday 13 October, at the forum “Perspectives of development of women’s entrepreneurship in rural areas and participation of the population in ensuring food security.” in connection with “15 October - International Day of Rural Women.”

“When a situation of violence against women arises, social networks say: “Why do senators and officials keep silent?”  In June, together with a group of senators, we prepared a package of laws on amendments and additions to the laws on violence and harsher punishment, and we want to inform the Head of State in a couple of days on this, - says the Chairperson of the Senate.

Continuing her speech, Norboyeva noted that there are still shortcomings in the laws and many laws have a liberal relationship to rapists.  She added that great efforts were being made to prevent journalists and members of the public from thinking that everyone was sitting quietly when violent incidents occurred.

“From the view of the legislation, a lot of work is being done now, but we always say that laws are 50 percent of the work, and their implementation in practice is a separate issue.  The laws in force also have good punishments, but they do not apply.  The main reason for this is our worldview and old stereotypes.  We also have the opinion that "Your husband slapped you today, but it did not kill you, you will be okay tomorrow."  We have to take care of every woman and her life.  I hope that our active sisters living in the village will also pay special attention to these issues”, - says Norboyeva.

Between January and May 2022, a total of 22,816 women were issued protection orders to prevent repressive violence against women and to assist female victims of violence in Uzbekistan.  We know that only those who applied for a protection order got the order.  However, there are many women who are sitting at home enduring the violence in order not to destroy the reputation of their families.  

When issuing a protection order, those cases were based:

- in 14,642 cases - victims of oppression and violence;

- in 2,868 cases - individuals or legal entities;

- in 2,909 cases - direct detection of facts by employees of authorized bodies and organizations of oppression or violence or attempts to commit them;

- In 2,397 cases, appeals from state bodies and other organizations.

A total of 1,681 protection warrants were issued together with the determination of administrative or criminal responsibility.  In 1,638 cases, the perpetrators of violence were brought to administrative and 43 cases to criminal liability based on the relevant legal documents.  Regarding 55,487 persons who were harassed or committed violence or were inclined to commit it, appropriate restrictions provided for by the law were established.
