New energy efficiency initiative to launch in Uzbekistan by 2025

A National Energy Efficiency Agency will be created under the Cabinet of Ministers, as outlined in the Presidential decree issued on March 27, titled “Measures to Improve State Management in Energy Efficiency and Develop the Market for Energy Service Company Services.”

The agency's main tasks will include implementing a unified state policy on energy efficiency, developing incentive and regulatory measures, and enhancing control mechanisms in the sector.

From July 1, 2025, the agency will:

  • Subsidize costs for conducting energy audits in residential housing.
  • Cover up to 20% of the costs of solar panels and heliocollectors and up to 40% of the costs for heating pumps (air, water, and geothermal), provided the subsidy does not exceed 50 times the basic calculation amount.

By September 1, 2025, a digital energy efficiency platform will be launched.

Additionally, a non-budgetary fund for energy efficiency promotion and support will be established under the agency’s supervision.

From October 1, 2025, “green” energy efficiency standards for technologies will be introduced for manufacturers and importers.

Last year, the Ministry of Ecology, Environmental Protection, and Climate Change established the Waste Management and Circular Economy Development Agency. In February this year, Sharifbek Hasanov was appointed as its director.
