Governors should be deprived of the right to be MPs and senators – Ganiyev

When amending the Electoral Code, it is necessary to remove the right of governors (khokims) to be elected MPs.  This was announced on Twitter by the MP of the Legislative Chamber of the Oliy Majlis (Parliament) Doniyor Ganiyev.

According to Ganiyev, in correspondence with current legislation, the representatives of executive bodies of state can not be elected a MP.

After the adoption of the constitution, several decisions or laws have to be changed.  In fact, under current legislation, it is not possible for the executive authorities to be elected an MP.  Only governors (khokim) can make exceptions.  When amending the Electoral Code, the right of governors to be elected MPs should be removed and their accountability to the Council should be established.  From a logical point of view, the councils have only one task - to control the executive power”, - the deputy said.

According to him, heads of 14 regions are considered members of the Senate at the same time.

The heads of 14 regions are also considered representatives of the Senate.  This is a continuation of the above-mentioned topic.  If the Electoral Code deprives them of their right to be an MP, they will not have the right to be a senator too.  This plays an important role in establishing effective control over the executive power by the people’s representatives”, - Doniyor Ganiyev says.
