Uzbekistan introduces free replacement for insect-damaged homes

In Uzbekistan, homes rendered uninhabitable by insects, such as termites, can now be inspected by the state for free and replaced with new housing if deemed necessary. This initiative follows the enactment of a government resolution on November 4.

Homeowners and residents can submit applications through the Unified Interactive State Services Portal. Within seven working days, a commission reviews the request, conducts inspections, and issues a formal decision—complete with a QR code—either confirming or rejecting the claim.

If the damage is confirmed and the home is deemed uninhabitable, the state will provide replacement housing. This new service extends to residents as well as property owners, ensuring broader coverage.

The service can be denied under the following conditions:

  • False information in the application.
  • Prevention of property inspection by the applicant.
  • Housing remains technically livable despite insect damage.
  • No evidence of insect-related damage is found.
  • Refusal cannot be based on any other grounds.

The commission, led by deputy governors for housing and communal services, evaluates claims within a week. If the house is confirmed uninhabitable, the decision is forwarded to regional authorities for reclassification of the property as non-residential and its removal from the housing stock.
