Medical institutions in Sirdaryo and Jizzakh found to have overcharged patients by 440 million soums

Medical institutions in Sirdaryo and Jizzakh regions were found to have unjustifiably charged nearly 350,000 citizens almost 440 million soums for medical services. The Competition Promotion and Consumer Protection Committee reported the case.
According to the committee, a study conducted at the Gulistan Medical Cluster found that the institution had made errors in calculating the coefficient for the distribution of indirect costs for medical examination services in 2024. As a result, nearly 100,000 consumers were charged for 110 types of paid medical services, generating almost 340 million soums in unjustified income.
At the same time, a study conducted at the Jizzakh branch of the Republican Specialized Scientific and Practical Medical Center for Maternal and Child Health found that the center had incorrectly calculated charges for paid medical services in 2023, 2024 and 2025. As a result, nearly 40,500 clients were unjustifiably charged more than 100 million soums.
Under Articles 6 and 21 of the Law of the Republic of Uzbekistan “On the Protection of Consumer Rights,” a producer, contractor or seller must provide consumers with timely, necessary, accurate and clear information about the goods, works or services being offered. The law also states that a seller or contractor has no right to force consumers to purchase additional goods or use additional paid services, or to charge them for services that were not provided.
Based on these findings, the special commissions of the regional departments opened cases over the violations in accordance with the established procedure. The Gulistan Medical Cluster was ordered to return nearly 340 million soums to consumers, while the Jizzakh branch of the Republican Specialized Scientific and Practical Medical Center for Maternal and Child Health was ordered to return more than 100 million soums.
Earlier, it was reported that a group of people in Andijan region had been exposed for allegedly embezzling 35.1 billion soums in cashback payments through the Soliq Mobile application.
