State Duma proposes new financial controls on migrants' money transfers

Lawmakers in Russia have proposed new restrictions on the amount of money that migrants can send abroad. The proposal was initiated by members of the New People party and reported by RBC.
According to the initiative, the amount of remittances sent by a migrant should not exceed their officially declared salary. If a migrant wishes to send more than their official income, they would be required to submit a financial declaration confirming the source of the funds.
At present, Russian legislation imposes no such limits, and there is no systematic control over the volume of remittances sent abroad.
Supporters of the proposal argue that this legal gap enables the laundering of illegal income, facilitates tax evasion, and allows for the unregulated transfer of money abroad.
In addition, the New People party is also advocating for a ban on migrants infected with hepatitis or HIV/AIDS from entering Russia.
These proposals come amid Russia’s broader efforts to tighten oversight of migrant workers and increase transparency in their economic activities.
It should be noted that earlier this week, the Russian State Duma announced it would consider draft laws introducing new state fees for migrants. Under the proposed regulations, foreign citizens or stateless persons would be required to pay 4,200 rubles to obtain or reissue a work patent, an additional 4,200 rubles to extend a work permit, and 2,100 rubles to obtain a copy of a patent or permit or make changes to it.
