New rights for non-routable taxis in Uzbekistan

Regulation of passenger transportation activities in Uzbekistan will be improved. This is outlined in the government resolution "On Additional Measures to Regulate Passenger Transportation Activities in Road Transport," adopted on April 2.

According to the resolution, non-routable taxis owned by legal entities will be granted the following rights:

- The ability to stop in areas where the "Stopping is Prohibited" road sign is in effect, including areas near airports and train stations, for the purpose of picking up and dropping off passengers;
- The ability to enter paid parking areas at airports, railway stations, bus stations, construction goods markets, farmers' markets, goods markets, and shopping complexes where the state holds a 50 percent or more share in the authorized capital, and pick up and drop off passengers free of charge;
- The ability to travel along special traffic lanes allocated for routed vehicles.

Additionally, from April 15, 2025, to the end of 2026, an experimental program in Tashkent city will allow self-employed individuals to carry out unscheduled taxi activities in vehicles with more than 4 but no more than 8 seats (excluding the driver) and of high comfort, as specified by the Ministry of Transport.

For this, a state duty for issuing a license to self-employed carriers will be charged, amounting to three times the base calculation amount (1 million 125 thousand sums).
