Uzbekistan to introduce a special regime for individual entrepreneurs until 2030

A special legal regime will be established in Uzbekistan for individual entrepreneurs and self-employed persons until December 31, 2030. In this regard, President Shavkat Mirziyoyev, on August 11, reviewed a presentation on creating favorable conditions for individual entrepreneurs and the self-employed.
The presentation focused on creating a transparent business environment and expanding the use and convenience of cashless payments.
According to the proposal, the special legal regime will remain in effect until December 31, 2030. Integrated digital platforms will be developed to combine all essential services, from state registration to reporting. In particular, activities such as registration, opening and managing bank accounts, calculating and paying taxes, making settlements, and generating fiscal receipts will be conducted through these platforms.
Opening an electronic wallet within this system will allow entrepreneurs to receive income, settle payments with employees, contractors, and organizations, as well as pay taxes and other mandatory fees. For those with an electronic wallet, opening a bank account will be optional.
From November 1, 2025, QR codes and “tap to pay” technology will be introduced into these processes. It will also be possible to sign documents without an electronic key through remote biometrics and SMS notifications, with such documents holding the same legal force as paper versions. A pilot “Daily payment” procedure will also be implemented, enabling employees to receive payments via an electronic wallet.
Starting January 1, 2026, the turnover tax rate for individual entrepreneurs and self-employed persons with annual revenues of up to 1 billion soums will be set at 1 percent.
The presence of a special QR code for accepting electronic payments will become a mandatory requirement under retail trade rules for individual entrepreneurs and the self-employed. Additionally, data on monetary turnover from the digital platform will be considered when issuing loans.
The President approved these proposals and signed a resolution on measures to create favorable conditions for individual entrepreneurs and self-employed persons.
