Unregistered e-commerce platforms to be banned in Uzbekistan

Starting July 1, 2025, only state-registered legal entities within Uzbekistan will be permitted to operate as e-commerce platforms. This decision is outlined in the Cabinet of Ministers' Resolution “On Measures for the Further Development of the E-Commerce Sector in the Republic of Uzbekistan,” issued on December 24, 2024.  

Under this resolution, legal entities or private limited companies that merely provide information about goods, services, or digital products without engaging in electronic contracts will not be classified as e-commerce operators.  

To engage in e-commerce, entities must fulfill the following conditions:  
- Official registration as a legal entity in Uzbekistan;  
- Full compliance with national legislation on e-commerce, personal data protection, copyright, consumer rights, and advertising;  
- Free provision of information about their activities upon request from the authorized body;  
- Adherence to Uzbekistan’s retail trade regulations;  
- Possession of a functional information system capable of supporting e-commerce activities;  
- Accurate reporting on the start of operations;  
- Registration of all employment contracts, amendments, and terminations in the "Single National Labor System";  
- Notification to the authorized body within ten business days of any changes in company details or the opening of branches.  

Additionally, the Tax Committee, alongside relevant agencies, will conduct a comprehensive review of tax compliance by foreign entities providing digital services in Uzbekistan. Within three months, recommendations on mechanisms for enhanced oversight and control will be submitted to the Cabinet of Ministers.
