Uzbekistan proposes plastic bag ban by 2027

Uzbekistan may ban the production, import, and use of plastic bags starting in 2027. This proposal is part of a draft Presidential Decree on the State Program for implementing the "Uzbekistan-2030 Strategy" during the "Year of Environmental Protection and Green Economy." The draft has been released for public discussion.
The decree outlines a plan to encourage the use of biodegradable, eco-friendly bags while restricting harmful substances in the chemical composition of plastic products. It also proposes setting standards for incorporating recycled plastic into packaging.
By November 1, 2025, manufacturers and importers of plastic-packaged products may be required to accept returns of plastic packaging. Special collection points and equipment for disposing of such waste are to be installed, with a disposal fee paid by the responsible parties. Furthermore, the decree mandates the development of legislation imposing these obligations on manufacturers and importers.
The initiative is part of a broader strategy to promote sustainability in Uzbekistan. It follows earlier discussions to limit the sale and use of AI-80 gasoline by the end of 2025, aligning motor fuel standards with the Euro-4 environmental class.
These measures reflect Uzbekistan’s commitment to transitioning towards a greener, more sustainable economy.
