Major tax reforms in Uzbekistan: Mobile excise tax abolished, VAT on land removed

Uzbekistan will abolish the 10% excise tax on mobile communications starting January 1, 2024. Additionally, land and state property will be sold without value-added tax (VAT). The announcement was made on December 20 during a videoconference meeting chaired by President Shavkat Mirziyoyev, which focused on reviewing the year’s results and outlining plans for 2025 to support entrepreneurship and engage with leading business figures.

During the meeting, President Mirziyoyev emphasized that a stable tax policy would be maintained to create a favorable and attractive business environment in the region. He stated that despite the need for increased budget revenue to cover essential expenses, the rates of basic taxes would remain unchanged.

Among the key measures announced, the double land tax on rural land located within city limits will be suspended. In addition, publishing companies will be exempt from profit tax for five years.

The President also announced the extension of tax exemptions for IT park residents until 2040, aiming to further boost the growth of the information technology sector in Uzbekistan.

Furthermore, all tax benefits previously granted to private schools, kindergartens, foreign teachers, and specialists will remain in effect until 2030, ensuring long-term support for the education sector.
