Uzbekistan formalizes courier service regulations in e-commerce

Uzbekistan has officially established a procedure for conducting courier activities within the electronic commerce sector. The regulation, titled “On the Procedure for Conducting Courier Services in Electronic Commerce”, was registered by the Ministry of Justice on June 18.
The regulation outlines key requirements for courier services involved in e-commerce transactions.
Under the new rules, a courier is defined as an individual—including self-employed persons—who delivers goods based on an employment contract and/or civil law agreements with entrepreneurs or delivery service operators.
If stipulated in the contract, both delivery service operators and couriers are allowed to accept payments for goods and/or delivery services from customers. In such cases, the mandatory use of cash register equipment or the issuance of a receipt—either in electronic or paper form—is required.
For the delivery of food products, couriers must ensure that vehicles and thermal containers are kept clean, in good working condition, and are regularly washed and disinfected.
The regulation also prohibits couriers from engaging in the following actions:
- Opening the packaging of goods without authorization;
- Disclosing buyers’ personal data or information about delivered items to third parties.
