Uzbekistan to impose export duties on 86 types of goods

4511Uzbekistan will introduce export duties on certain raw materials and socially important products starting July 1, 2025. This change is outlined in the Presidential Decree “On Measures to Improve Export Procedures and Stimulate the Production of Finished Products with Added Value,” which was adopted on March 14.
According to the decree, export procedures will be aligned with the rules of the World Trade Organization (WTO). The Interdepartmental Commission for Work with the WTO will conduct quarterly analyses to assess the effectiveness of the newly introduced export duties.
The decree introduces export customs duties on 86 types of goods, with the following categories and their respective rates effective from July 1, 2025:
- Raw leather and semi-finished leather products, raw silk, cotton yarn, and knitted fabric goods
- Meat products, wheat, grain, rice, mineral fertilizers, raw leather, PET waste, and non-ferrous metal scrap and waste
Previously, these goods were subject to association fees or required export permits based on decisions by the President or Government of Uzbekistan. These restrictions have now been abolished.
The decree also targets strategic raw materials produced within Uzbekistan to create added value and support the processing industry. These include natural gas, cotton fiber, cotton lint, mineral fertilizers, polyethylene, polypropylene, polystyrene, polyethylene terephthalate, PVC, and copper raw materials.
This measure is designed to improve export procedures, stimulate the production of finished products with added value from local raw materials, and enhance the investment appeal of Uzbekistan's processing industry.
