14940Uzbekistan is declared a social state. MP Jakhongir Shirinov reported this today, 9 March, at the plenary session of the Legislative Chamber of the Oliy Majlis (Parliament).
At the plenary session, a decision is expected to be taken "On conducting a referendum of the Republic of Uzbekistan on the draft constitutional law of the Republic of Uzbekistan "On the Constitution of the Republic of Uzbekistan".
At the meeting, Shirinov briefly touched on the conceptual changes supposedly to be made to the Constitution.
According to it, it is necessary to change the principle of "state-society- human" which was used in the Constitution to "human-society-state", that is, first of all, it is aimed to put human interest above all else.
"Uzbekistan is going to be declared a social state. Norms regarding the social obligations of the state are increasing almost threefold. In particular, socially needy categories of citizens will be provided with housing, the minimum amount of wages will be determined taking into account ensuring a decent living for a person, the right of citizens to receive the guaranteed amount of medical care at the expense of the state, etc. In other words, all the elements of a social state will be reflected in our Constitution," Shirinov says.
According to the MP, the provisions providing for the state support of persons with disabilities are being further improved in the currently amended Constitution. In particular, the state should create conditions for persons with disabilities to fully use the facilities and services of the social, economic, and cultural spheres, help them get a job, get an education, and provide the opportunity to get the necessary information without hindrance.
For reference, more than 220,000 proposals have been received from the population regarding the constitutional draft law. With the draft law, the articles of the current Constitution are increasing from 128 to 155, and its norms are increasing from 275 to 434, that is, the Constitution is being updated by almost 65%. Conceptual changes are being made to 91 out of 128 articles.
